The Mission of the Brancati Center is to improve the health of communities ? locally, nationally, and globally ? by developing, evaluating, and disseminating new models of health service delivery that leverage the skills of a diverse range of healthcare providers. The Center engages corporate and community organizations, payers and policy-makers in a supportive partnership with patients and caregivers.

The Brancati Center is seeking a Program Manager who will work closely with the Executive Director and Directors and will be responsible for the day-to-day administrative functions of the Center which includes Education, Research and Community Program Implementation arms. In this role, the Program Manager works with institutional and community leaders to implement the Brancati Center?s community partnership, research, and educational initiatives. The Program Manager works to identify and foster new opportunities and new sources of funding for the Brancati Center that will lead to its growth.

Specific Duties & Responsibilities

Leadership

• Represent the Center within and outside the institution (including community partners, clients) on behalf of the Directors, including attending and participating in meetings, decision-making on behalf of the Center when appropriate, and managing follow-up items.
• Develop and maintain Center community partnerships.
• Provide strategic support to the Executive Director and Directors in the areas of organizational structure, development, strategic planning and other staff/organizational efforts.
• Participate in the development of the Center?s plans and programs as a strategic partner focused on talent acquisition, development, branding, communications, and public. relations.
• Assist Center Directors in the development of programs and services that promote Brancati Center as a national leader in the development and dissemination of community-based models of care.
• Assess emerging funding opportunities, weighing costs, benefits, and strategic fit. Work with outside parties and Center members to garner additional funding and sponsorship for the center and specific projects.
• Work in close collaboration with Center Directors in determining effective resource requirements for project staff, as well as prioritization and allocation of project resources.
• Advise the Executive Director on Advisory Board structure and member representation.
• Schedule meetings, develop agendas, draft and distribute minutes for Advisory Board meetings.
• Engage new payers and opportunities for coverage of the Center?s Programs such as the Diabetes Prevention Program.

Program Administration

• Provide administrative oversight for all of the Center?s research, educational, and community partnership projects.
• Collaborate with Center faculty, staff, outside vendors and stakeholders to ensure that all members of cross-functional teams are working together to accomplish the Center?s objectives. Serve as a contributor at every level of project execution, from creative concept to final deliverables.
• Monitor progress and ensure that the project milestones are being met and are being implemented effectively within the proposed timelines including by researching best practices for operational challenges.
• Serve as the administrative and business liaison for Brancati Center programs; incorporate metrics into projects and assist in evaluating effectiveness of all activities, proposing, revising and overseeing activities as necessary to achieve successful efforts.
• Actively liaise with faculty and staff to integrate and assure the provision and integration of administrative services across Center Cores and related initiatives. Facilitate project and efforts within each of the 3 Cores, including, but not limited to administering the Center?s major initiatives, helping organize and arrange educational conferences, administering pilot and fellowship funding, and planning and enacting community events.
• Gather and incorporate appropriate feedback and approvals from all Center stakeholders as needed for specific programs and projects.
• Manage the pipeline of proposals.
• Assist with grant writing, including development of budgets, as appropriate.
• In collaboration with Center Directors, ensure compliance with grant (including NIH and foundations) and institutional regulations. Ensure that all regulatory compliance, documentation, and sponsor requirements are met.
• In collaboration with Center Directors, ensure compliance with billing, documentation, and data reporting requirements (institutional, state, and federal) for clinical programs, including for Medicare and Medicaid for the Diabetes Prevention Programs.
• Optimize archive systems for all the Center's documents and assure proper use and maintenance of the system by Center staff and faculty.
• Track Center academic publications, news articles, faculty, staff, and trainee presentations and awards.
• In collaboration with Center Directors, develop infrastructure to support training activities at all levels. Trainees include high school and college students, undergraduate and graduate students, residents, post docs, junior faculty, and community health personnel.
• Oversee administration of community-based health screening events. This includes communicating volunteer expectations, arranging and tracking training (e.g. for blood pressure and hemoglobin A1cmeasurement), arranging for institutional malpractice coverage when needed, communicating information about community-based events in a timely manner, and tracking volunteer effort for reporting purposes.

Fiscal Management

• Develop and manage a detailed Center budget, including management of salary planning and distribution for Center Director and core staff.
• Develop budget for all of the Center?s initiatives, requesting budget quotes from institutional facilities, external vendors, collaborating partners, and independent contractors.
• Assemble budgets and related materials for Center grants, including materials for sub-contracts.
• Participate in the development and implementation of sustainability plans for Center initiatives.
• Track and manage budgets and timelines to ensure all projects are delivered on schedule and on budget.
• Actively liaise with Division of General Internal Medicine finance managers to integrate budgetary information.
• Analyze expenditures and forecast potential Center costs across various scenarios to assist in future project planning.
• Monitor use of resources in accordance with project plans and budgets, and generates reports to the Center?s Executive Director.
• Coordinate, purchase, and manage facilities, equipment, supplies and related resources.
• Generate program-related invoices for payment.

Human Resource Management

• Manage the hiring process for all Center staff, including drafting job descriptions for posting, recruiting, interviewing, and extending offers to prospective employees.
• Manage the onboarding process for incoming trainees and staff. Serve as the point person during the hiring and training process for overall information about the Center?s organizational structure and programs, and provide information regarding expectations of conduct, attendance and communication with immediate supervisors, coworkers, and the Center Directors, as appropriate.
• Serve as supervisor of record for senior staff positions. Serve in a managing role for the Lifestyle Interventionists and Community Health Workers, and additional staff as the Center grows.

Communications

• Establish the means for effective and timely communications between the Center faculty, staff and trainees as well as their collaborators and other interested parties.
• In collaboration with Center Directors, plan, direct, execute and disseminate the Center?s Annual Report.
• Write for both lay and professional audiences on behalf of the Center, participating in getting the Center?s work out to the public including working with the Office of Marketing and Communications to develop targeted, consistent messages to be used across platforms aimed at increasing brand position for the Center within the Johns Hopkins community, locally, and nationally. This includes development of 1-pager or similar proposals for potential and existing community partners and funders.
• Oversee design and management of the Center?s website and social media accounts.
• Assist with preparation and dissemination of the Center?s newsletter, the Brancati Center Bulletin.
• Contribute to drafting and finalizing Center manuscripts as appropriate.

Additional Knowledge, Skills, and Abilities

• Ability to utilize computer applications to design and develop reports and other specialized correspondence and communications.
• Proficiency in Microsoft Office software.
• Ability to work collaboratively with JHU/JHM leadership, faculty, staff, administrative support offices, partners and leadership and international collaborators/visitors and with the external funding agencies.
• Ability to manage diverse and successful teams
• Outstanding intellectual capability, problem solving skills, and ability to learn complex content quickly and apply it to project management responsibilities.
• Strong leader, self-starter, flexible, able to work independently and in teams, and able to take multiple priorities and translate them into project completion through expert planning
• Exemplary organizational skills

• Bachelor's Degree.
• Five years related experience.
• Demonstrated experience with program development and implementation.

• Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.

• Master?s Degree (or equivalent degree) in related discipline.
• Familiarity with the National Diabetes Prevention Program.

• Knowledge of CMS Diabetes Prevention Program rules and regulations as they relate to billing and compliance.

• Knowledge of community-based health initiatives.
• Demonstrated success in the development of academic-community partnerships.

• Epic billing training and experience.
