The Associate Director, Business Solutions is part of the Enterprise Applications and Analytics (EAA) team in the Office of Technology Services (OTS). The Associate Director will provide leadership and support for core university business applications including Human Capital Management, Payroll, PACS, Student Information Systems, Financial Management and Budget Planning. This position is responsible for identifying, implementing, and supporting all levels of users across the university. This position will collaborate with business leads and serve as the primary liaison between the business and IT team. The Associate Director will manage a group of analysts responsible for the effectiveness, integration, and optimization of business systems, ensuring they meet the needs and priorities of campus stakeholders. This position works closely with other information systems teams and to develop, maintain, and refine business solutions in support of strategic goals. The Associate Director is also responsible for coordinating with University of Maryland FBOT universities and the Central Payroll Bureau to support and maintain the personnel authorization consolidation site (PACS).

Responsibilities

a.  Provide functional support and solution design for core business applications including Human Capital Management, Payroll, PACS, Student Information Systems, Financial Management and Budget Planning

• Develop and maintain a high-level understanding of FBOT university departments and applications
• Identify application needs and coordinate improvements
• Work with functional stakeholders to develop application roadmaps and plan business solutions projects
• Become a “superuser” in all key technology platforms to support the business
• Identify, understand, negotiate, and document business requirements with various stakeholders
• Act as primary liaison with business units and technical delivery teams
• Provide guidance on product decisions, direction, and governance of business solutions and data

b. Management

• Supervise full-time staff of analysts and direct day-to-day operations, prioritization, and issue resolution
• Establish best practices for systems and business analysis and develop strategies for improving the effectiveness of the team
• Coordinate Business Solutions efforts with other EAA and OTS[CD1] [MSL2]  teams especially Application Development, Integration, Production Support and PMO groups.

c. Project Support Services

• Work closely with core business units, FBOT schools and CPB to analyze business processes and effective use of technology applications
• Act as liaison with business units to address technical needs
• Coordinate enhancement requests and facilitate projects including functional specifications, test plans and implementation
• Manage the delivery of business cases, project scope and requirements documents, test plans, and rollout communications

d. Establish and cultivate relationships with business partners across the university.

• Partner with users, stakeholders and business leaders to understand needs and create an ongoing vision for business applications
• Communicate regularly with business units about technology needs and priorities
• In collaboration with business units maintain and align application roadmaps to business objectives
• Develop knowledge of all functional areas and inter-relationships between areas and bring stakeholders together to solve issues and make decisions about application improvements
• Build and maintain relationships with vendors, USM schools and campus stakeholders

Qualifications

• Bachelor’s degree and four years of related experience
• Knowledge and experience in PeopleSoft HCM, Financials and/or Campus Solutions applications
• Experience leading a technical/functional team
• Business analysis expertise and the ability to clearly communicate as-is and to-be solutions

Preferred skills:

• Experience working with state agencies such as Central Payroll Bureau and Department of Budget Management strongly preferred
• Familiarity with Oracle Cloud solutions such as ERP, Budget Planning and HCM
