JOBSUMMARY: The HRIS Analyst will reside in the Office of Human Resources reporting to the Assistant Director, HR Operations and acts as the functional lead for HR and Payroll areas to provide application and security administration, data and report management, and day-to-day operational support. Coppin State University uses Oracle/PeopleSoft ERP, including Enterprise Portal, Human Capital Management, Campus Solutions, and Financials.
Provide functional and technical support to HR and Payroll departments, serve as subject matter expert for PeopleSoft Human Resources and payroll processes and as liaison to Information Systems.
Research and resolve production issues, maintain HR trees and system security.
Maintain organizational level changes in the HCM system.
Design, develop and meet reporting requests by other departments in the college, state and federal agencies.
Prepare and document functional specs and coordinate major project initiatives including analysis, design, testing and rollout.
Lead Quality Assurance tasks by developing and running test scripts, verification and validation of data during patches/fixes upgrade, new program implementation and Disaster Recovery drills.
Responsible for data integrity and conversion, data mapping activities, audits and external reporting efforts.
Collaborate with internal departments and external agencies on projects involving HR/payroll data.
Develop tutorials and train Human Resources, Payroll and other department staff on respective processes and functions.
Develop and implement procedures to provide management data as required on a consistent and protected basis.
Complete reviews of HR and Payroll business processes and submit recommendations to HR Management.
Bachelor’s degree in HRIS, HRMS, Information Technology or a closely related field.
Five (5) plus years of functional experience in HRMS/relational database, preferably Oracle/PeopleSoft HCM version 9.2.
Three (3) plus years of progressively responsible experience in a position that requires heavy HRMS data administration/analysis, testing, upgrades and system implementation.
Proficiency in query writing is required, preferably PS Query.
Proficiency in all MS applications, particularly Excel and collaboration tools.
Excellent knowledge of Human Resources/Payroll/Budget departmental processes and best practices.
Strategic and analytical thinking skills with an ability to solve problems and make decisions and to translate data into meaningful narrative.
Ability to network and interact, as well as support effective partnerships with key groups and individuals.
Ability to prioritize ongoing and new projects, as well as conduct research and gather information. Consultation and change management skills.
Strong written and verbal communication skills, with the ability to communicate with technical and non-technical users.

Ability to work independently, as well as part of a team.
Prior experience in a college/university setting and/or USM/State of Maryland HR experience is a plus.
Experience with PeopleAdmin Talent Acquisition, Workday and system conversions also highly preferred.
Additional Salary Information: This is a contingent position. We are currently operating in a hybrid telecommuting/on-site model.
