General summary/purpose: Independent and effective HR practitioner will work as a shared member of the Department(s) of Epidemiology and International Health and be responsible for assigned human resources functions for two large and complex department. Will report directly to the Administrator(s) and collaborate with the members of Health Sciences Human Resources (HS HR) and the Bloomberg HR Services (BHRS) to provide efficient and effective HR services to the department(s).
Specific Duties/Responsibilities: HR Management
Acts as a liaison between BHRS, faculty and staff on matters of HR policy and procedures related to recruiting, employee relations, employment positions, Family & Medical Leave (FML), STD, timekeeping (e210), SAP.
Responsible for coordinating initial departmental efforts related to staff that require (FML) and coordinating submission to the BHRS and HS HR teams.
Collaborate with Administrators and divisional leadership in developing policies and procedures that comply with those of JHU and the Departments.
Work with HS HR and BHRS to ensure that human resources activities and services are carried out consistent with and in support of established university-wide and divisional human resources vision, mission, and plans.
Coordinate processing and act as a liaison to BHRS to ensure that HR related functions are processed in an efficient and timely manner.
Act as primary departmental contact with BHRS and HS HR for all HR issues and school-wide project and initiatives.
Responsible for coordinating the employment process by working with faculty, staff, students, administration and appropriate JHU offices to ensure efficient and smooth process in accordance with all applicable university policies and procedures.
Provide guidance in coordination with JHU compensation and divisional administration to make recommendations to the Departments on appropriate starting salaries and promotional salaries while ensuring equity.
Advise Departmental Leadership on matters concerning penetration of pay grades and equity of employee groups and seek advice from HS HR as needed.
Collect and coordinate annual merit increase information for submission to BHRS.
Make internal job comparisons for equity purposes.
Provide consultation to employees on: sick time, vacation time, holidays, leave of absence, family medical leave, payroll, tuition reimbursement, flexible fringe benefits, deductions, etc.
Serve as the liaison to the HS HR's employment recruiters and compensation analysts as it relates to personnel requisitions for the departments.
Oversee compliance and coordinate training and reminders on Success Factor Goal setting and review processes.
Develop job descriptions for new positions.
Assist with strategic planning and implementation for the departments.
Serve on various committees and task forces. Actively participates in discussion, and contributes to organizational, Department-specific, perspectives on issues. Recommend new policies and modifications to current human resources policies, procedures, and programs. Ensure harmonization of department guidelines, practices, and procedures of the appropriate location or environment, as Faculty and staff may be located in the US or abroad.
Develop an expertise and understanding of the complexities of foreign HR including recruitments involving US and foreign payrolls (visas, post differentials), when to utilize foreign payroll servicers, the role of independent contractors and navigating local labor laws.
Evaluate documentation of Independent Contractor requests for compliance and allowability.
First Point of Contact for Managers and Employees with Departmental ER Complaints.
Manage employee relations cases for faculty and staff in partnership with HS HR.
Facilitate appeals process with the Administrator(s).
Advise management on termination and disciplinary decisions with guidance from HS HR.
Interview, investigate, and gather sensitive information for the Administrator and HS HR as needed for appeals, disciplinary actions and other personnel matters.
Responsible for exit interviews for those employees terminating or transferring; signing of original time record,
retrieval of badges, answering questions relating to final paycheck, etc.
Responsible for reviewing and approving divisionally generated faculty human resource/payroll documentation (including ISRs, letters, promotional letters, termination letters, salary reduction letters and payroll forms) for compliance as related to the Department approved fiscal year budget.
Work with Administrator and Department Leadership on annual budgeting for Faculty and Staff and use systems to input data.
Create reports on control salary, monitor and analyze trends.
Responsible for the coordination and recommendation to the division about various training and HR programs that are available to assist the division with retention, staff development, performance management and employee relations.
Coordinate onboarding of new hires and continued training for existing employees.
Work with department leadership, managers, and supervisors to identify areas where training programs may be beneficial.
Contacts Internal: Department administration, staff, Faculty and Leadership, Health Sciences HR: Compensation, Employment, Employee Relations and Payroll/Records, International Office, Divisional Business Office, HR Shared Services, Office of International Services External: various vendors providing employment services outside of the US. Perform other duties as required.
Bachelor's degree in Business Administration, Human Resources, or other related field required. Master's degree and/or professional HR certification highly preferred.
Minimum of three years of progressive experience in a professional human resources capacity required.
Knowledge of principles and procedures for HR strategic and functional areas: recruitment, training, compensation and benefits, leave administration, payroll, employee relations, and organization development.
Knowledge of relevant federal, state and local laws and regulations.
Ability to exercise independent judgment and act on decisions on a daily basis.
Ability to prioritize own work as needed. Strong organizational skills, analytical and problem-solving abilities and attention to detail.
Will oversee or coordinate the work of others.
Ability to maintain confidentiality.
Strong interpersonal and communication skills, both oral and written.
Ability to effectively interact with all levels of University employees.
