Director of Custodial and Grounds - Georgetown University Facilities Management
The Director is the leader of the Custodial Operations Department, the Landscape and Grounds Departments, and the Solid Waste and Recycling area, and serves as a key staff advisor and subject matter expert to senior executives on Custodial, Solid Waste and Recycling, and Landscape and Grounds related matters. Reporting to the Associate Vice President of Facilities Operations, and leading 12+ professional and more than 170 unionized staff for the Georgetown University Main Campus, the Director of Custodial and Grounds has duties that include but are not limited to:
Oversight responsibility for the management of work for the department which includes day to day operations of the employees who maintaining the buildings and grounds with extensive coverage.
Performs administrative and human resource management functions relative to the staff supervised.
Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal and formal feedback and periodically evaluates his/her direct report performance.
Resolves complaints and grievances as necessary.
Oversight and development of work improvement plans.
Provides advice and counsel to workers related to work and administrative matters.
Effects disciplinary measures the area of responsibility.
Oversees subordinates training and compliance with the provisions of the safety regulations.
Oversight for plans and designs of centralized and mission-specific projects under established and/or proposed program objectives.
Directs the work planning and budget processes.
Oversees and approves the scope and nature of necessary work and coordinates work with responsible groups.
Oversight to ensure that the Supervisors are providing necessary material and manpower resources for work completion and advises the AVP on future budgeting needs of the department.
The Director will recommend to inside and outside constituents regarding allocation to meet current and future projected work requirements.
Directs and ensures test and evaluation functions for compliance with specifications and operations. Oversight to ensure that all work is completed safely and is in accordance with acceptable practices.
Participates in the reviews of various outside contractual agreements. Makes recommendations to the Associate Vice President concerning equipment and techniques to be used to ensure maximum client service and ensure a safe and accident-free work environment throughout the campus.
Evaluates proposals from subordinate supervisors involving allocations and expenditures of financial and manpower resources. Establishes priorities for projects on the basis of University priorities and available resources.
Evaluates and recommends changes to staffing levels and organizational structure of areas supervised.
Inspects work in progress by outside contractor's personnel and maintenance forces working under Facilities Management supervision. Inspections are made to evaluate work in progress for compliance with GU Facilities Management policies.
Ensures that accepted practices are utilized.
Monitors the status of completed work orders
Consulting and Planning
Consults with management and planning personnel in preparing requirements and criteria for complex or high value projects.
Provides expert guidance, advice, and recommendations to the Associate Vice President on problems and critical matters pertaining to assigned division operations and programs.
Has program oversight, as assigned, on outside contract, off site facilities, housing operations, special events, grounds, recycling, and other campus wide programs.
May assist in engineering studies scheduled by the Director of Design and Construction and performs other studies independently.
Maintains program records and develop metrics to monitor key elements.
Reviews, advises on, and conducts complex analysis and development studies in support of major organizational programs, including analysis of novel, unprecedented, or controversial problems.
Collaborates with the architects, engineers, estimators and technicians in conducting studies for proposed projects.
Reviews aspects of plans and specifications developed in-house or by architects and engineers.
Discusses design problems and solutions with Design and Construction staff.
Conducts studies reviewing any operating reports and financial statements applicable to area of responsibility.
Serves as technical expert, exercising independence and judgment to develop and maintain relationships with various stakeholders.
Pursues and implements technical and operating solutions to problems and may serve as a liaison under the Associate Vice President of Operations. Determines and evaluates efficiency of systems and recommends improvements.
At least 10 years of demonstrable Custodial and Landscape experience with increasing responsibility in the areas of staff supervision [or equivalent combination of education and experience
APPA Certification, Certified Facility Manager (CFM) or equivalent
Comprehensive knowledge of buildings and landscape management, solid waste and recycling, and sustainable programs related to these areas with the ability to foresee problems and to implement solutions
Business acumen - which includes familiarity with budgets, financial reporting, and forecasting - and a developed maturity in decision process and interaction with people in a team environment
Familiarity with applicable codes and regulations related to facilities, residential facilities in a University setting and building system operations
Valid driver's license
Experience managing a large, complex organization
Experience at an academic institution
The Director remains on-call 24 hours per day, 7 days per week, for emergencies and other special needs that occur outside normal working hours.
