The objective of the Office of Information Systems is to design, implement, manage, and support reliable and secure voice, video, and data services to meet the instructional and administrative needs of the College. The scope of this objective includes providing technical leadership, project management, maintenance, training, staff supervision, and other support for telecommunications, audiovisual, and network equipment and software, including applications that are hosted by the Virginia Community College System's Technology Utility. This position will support users of Administrative Systems by implementing projects that meet user needs and Tidewater Community College goals and objectives. This includes: requirements definition, identification of alternatives, technology recommendation, analysis, design, programming, documentation, user demonstrations and training, troubleshooting problems and implementation. Application development is performed using Oracle APEX. Serves as backup administrator for the college's Student ID card system.
Extensive knowledge of application analysis and programming techniques.
Extensive knowledge of high-level programming languages, databases and development needs.
Advanced knowledge of personal computers, operating systems and desktop computer applications including Win 8/10 and Microsoft Office 2013/2016.
Ability to analyze complex business processes, interpret users' needs and evaluate alternative solutions.
Ability to understand program coding and logically apply it.
Ability to develop complex computer applications to meet functional requirements of business processes.
Ability to troubleshoot and debug complex programs quickly.

Formal training in high-level programming languages and development tools.
Extensive experience with relational database management systems such as Oracle.
Substantial experience with Client/Server development tools such as APEX.

Extensive experience in writing, testing, and debugging complex computer programs.
