The University of Maryland, Baltimore (UMB), Center for International Health, Education and Biosecurity (CIHEB) at the University of Maryland School of Medicine Institute of Human Virology (IHV) is currently comprised of a global team of more than 500 personnel in sub-Saharan Africa. The Program Specialist will assist the Associate Technical Director of (CIHEB) with the performance of projects, including program planning and monitoring implementation plans, tracking activities and milestones, and bridging technical and operational needs. This position is expected to function independently, exercise discretion, and contributes to assignments and projects that require significant evaluation, originality, and ingenuity.

Manage day to day activities of the program and monitor of project milestones and workplans to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications.
Support country teams to prepare annual progress reports, continuation applications, and annual budgets. Develop and schedule program work plan in accordance with specifications and funding limitations in order to shape the program.
Analyze and synthesize information and data to optimize best practices. Provide routine and non-routine technical advice, problem solving assistance, answers to questions and program goals and policy interpretation, and administrative support to the program leadership team.
Assists in conceptualization, development, and drafting of written products such as training materials, website content, final progress reports, promotional materials, recommendations, and other information resources for the improvement of the organizational element or its programs. Collate material for management meetings, committee materials, etc. Prepares periodic reports, manage data collection for events, keep records on program activities, progress, status or other special reports for management.
Support the development a functional data reporting system involving robust health informatics.
Prepare manuscripts, abstracts and presentations for country programs. Conducts in depth research by conducting literature reviews, online searches, and other research tasks to address client/community's complex and unique information requests.
Develop effective and efficient program tools linking technical with operations. Assists in evaluating program effectiveness to develop improved methods; devise evaluation methodology and implements; analyze results and recommend and/or take appropriate action. Has the authority to formulate, affect, interpret, or implement policies or procedures to ensure effective operation of the program.
Interact and maintain liaison with students, faculty, staff and outside/community agencies in facilitating program objectives. Build and maintain strong relationships with community members and partners in order to grow the programming.
Perform other related duties as assigned.
Education: Bachelor's degree in related field.
Preferred Education: Master in Public Health (MPH).
Experience: Two (2) years administrative and coordination program experience.
Other: May consider substitution of experience for minimum education requirement.
